The New Leaders In Electric Car Production?

We live in turbulent times. This is particularly evident in the world economy where the winners and losers change from day to day. Today's New York Times contained an article on a plan by Chinese leaders to turn their country into one of the leading producers of hybrid and all-electric vehicles within three years, and make it the world leader in electric cars and buses after that.
They are tackling the challenge with "the same tools that helped it speed industrialization and put on the Olympics: immense amounts of energy, money and people." They have over 5,000 auto engineers and an equal number of battery engineers devoted to making all-electric vehicles a reality. Could they become the world leader in the next generation of automobiles?
